How Much Do Cigarettes Cost in Ontario in 2025?

As of mid-2025, the cost of cigarettes in Ontario has continued its upward trend due to federal and provincial tax hikes, rising manufacturing costs, and public health policies aimed at reducing smoking rates.

On average, a pack of 20 cigarettes in Ontario costs between $15 to $20, depending on the brand, packaging, and location of purchase.

Here is a general price breakdown:

What Factors Influence Ontario Tobacco Prices?

Several components contribute to the price of cigarettes in Ontario:

1. Federal and Provincial Tobacco Taxes

Taxes make up a large portion of the cigarette price. As of 2025:

• Federal excise tax: $0.73 per cigarette
• Ontario provincial tax: $0.18 per cigarette

Combined, that means $18.20 in tax per pack of 20 cigarettes—before adding the base product cost and retail markup.

2. Manufacturing Costs

Rising costs of production, packaging, and distribution influence the base cost passed to consumers.

3. Retail Markup

Convenience stores may charge more than online outlets due to higher overhead and limited bulk pricing.

4. Location of Purchase

Cigarettes tend to be cheaper when purchased online or from authorized tobacco stores with lower operating costs.
